Saily sells Azerbaijan plans from $5.99 for 1 GB. Data costs more here than in Turkey, so a 3 GB plan ($13.99) for maps and messages suits most trips to Baku.
The catch: Azerbaijan data is pricier than many destinations, and there’s no unlimited plan.
Baku’s old town, the boulevard and day trips to Gobustan all go smoother with live maps and ride-hailing. A travel eSIM gets you connected at Heydar Aliyev Airport without buying a local SIM.
